Labs show only 1 of whatever science pack is required on mouseover in the lab.
It still requires the correct amount of science packs, and the research tab still shows the correct amount needed.

It's the cost for one research unit as the shown time is the time needed to finish one unit.

In the Before Time, some technologies had multiple specific packs per progress unit. Some mods still do this. e.g. a technology which requires 3 red packs, 2 green packs and 1 blue pack, which take 60 seconds to process and advance the research progress by 1. The tooltip would have shown that.
That was dropped from vanilla when science was overhauled in general - 0.15? Now all vanilla techs have a maximum of 1 pack per progress unit.
