Putting the blueprint book in the recycler pair that is directed towards each other (looped recycling).
-What happened?
All blueprints that are in the book fall out of the recycler and are placed on the tile.

The dedicated silo gets loaded and launches three or four rockets back to back but by the fifth load the next rocket isn't quite ready. Now you're in the same scenario as you're stuck rocket. A silo has the requested item loaded but the rocket isn't ready.
I don't understand your situation ...

Connecting silo to circuits network. Using command /c game.player.selected.active = false to make silo inactive.
