It *may* use less? Can't this be done with accurate calculation, so that just enough bots are dispatched to destroy cliffs? Taking blast radius into account?

This is not a mitm. The blocked connection simply stops flowing after 2-3 packets, no rst or anything. I don't get why you care? The cause and solution are already provided.
I thought this is MITM cert, not just simple blocking TLS connections to "unwanted" countries or domains. Anyway, sucks ...

Can you go to any major website and inspect TLS certificate? Is it being cracked open and another, illegitimate cert is being put in place by your ISP? Essentially man-in-the-middle attack.

AFAIK, if game is being shared with you through family sharing in Steam, you don't own the game. You can only play as a courtesy of other user who owns the game. Steam detects it that game is not bought by you, and linking therefore is not possible.

Do you experience artifacts in any other game?
Try stressing GPU in a benchmark, for example Furmark or Unigine Superposition. Leave it running for some time, see how it goes, also watch temperatures.

Vacuum cleaners generate an ENORMOUS amount of static electricity, which can be discharged directly to your computer’s sensitive parts via the plastic hose. Not a great idea when you already have hardware suspicions.
I recommend “canned air”, or an air compressor regulated to <40psi pressure. Or ...
