For CPU and GPU temps monitoring with power consumption, you need a separate tool. I don't use Windows so can't reliably recommend any favourite.

850W PSU is a borderline minimum for your Sapphire RX 9070 XT, according to specs.
Make sure to do full load test with Furmark and prime95 running simultaneously.
Also, next time you're running Factorio, monitor CPU and GPU temps and wattage.

But still, you mentioned hard hangs and/or reboots while gaming, so that's not good. Could be a GPU still, despite Furmark passing. Or GPU driver - that's a software side, Windows 11 or Radeon driver, or both.

I have easier solution for you:
keep two separate installs for the game. Add two shortcuts to your desktop, and just launch independently. One for Py one for SA etc. They will never mix or interfere with each other.
Use standalone game installer for this, not Steam.

I don't think this is really necessary. Because unlike ammo or many intermediate material, they are not transported a lot, nor do they need a large buffer.
