My game is not "Catching Up" after connecting to my server. I have a monitoring service, and my PC is running just fine, but my network speed drops down to 2/3 kb/s while trying to catch up, and just drops the connection after 5 minutes saying that my computer or network is not fast enough. Again though, I am monitoring my PC, and everything is fine. CPU at arouun 50%, Ram aroudun 50%.
Everything else works perfectly find, I can browse the internet, I can download, upload, etc. but when trying to join the server, the network conneciton just flatlines.
Any ideas? Other can connect to the server just fine, so I know it's a problem that exists on my computer, but I don't know what it could be.

The machine should be fast enough, others with my same laptop don't have any issues. The monitor shows that the game is not utilizing the resources..

The attached screenshot is from a different game on the same server since I cannot connect to the one I am speaking of. The attached save.zip is the game that I cannot connect to.
I am on the latest version of mods. Don't need the mods folder according to the post, right?

Ask the host to pause the game before you press "join".

You should be able to load the save game in single player mode, and get single player performance stats for that save that way. (Multiplayer stats would be better, but single player is better than nothing).
I would expect your cpu to be able to keep up. My 10 year old i7-860 can run that save in single player mode fine, so your newer processor should also be fine, assuming it isn't throttling.
Which brings me to your NZXT cam screenshot. If those temperatures in Celsius (and assuming they are accurate) then your laptop looks to be overheating.
If they are in Fahrenheit, then when was that screenshot taken? Whilst Factorio was trying to catch up?
If so then why was the cpu clock only 1097 MHz. Possibly thermal or power throttling? (If Factorio wasn't trying to catch up when that screenshot was taken, then what was Factorio doing when you took that screenshot)?

The temperatures are in Fahrenheit. The screenshot was taken while trying to catch up, this is my concern, when it gets to the "Catching Up" stage, it is like it stops trying. While downloading the map, the numbers appear fine, but once it gets to "Catching Up" everything just basically stops.
I'm not sure about the throttling, the computer isn't hot, so I wouldn't expect it to be thermal.. I also just blew out the laptop with canned air. The laptop is plugged in, so I wouldn't expect it to be power throttling either, I have my power settings set to best quality, not power saving.
I'll have to try loading in to single player and see what happens.
One more thing I failed to mention, I've tried verifying integrity of the files (I play on steam) and reinstalling the game, with no luck.

Your comments caused me to ponder, and I began to look further into this. Although my settings were set to best performance, I decided to disable power throttling with the group editor. After doing this, I was able to connect to the game without much of an issue, and my CPU appears to be running much better now, this must have been the issue.
