[17.4] Tiered research missing dependency on science packs

Higher-leveled tiered research sometimes requires science packs to research without those science packs being listed as dependencies in the tech tree.

For example, Physical Projectile Damage 3 requires Military Science Packs (which level 2 does not), but the tech tree lists it as only being dependent on level 2. As a result, it may appear in the list of available technologies before the Military Science Pack technology is researched, when the player has no way of being able to complete the research.

This problem affects most upper level tiered research. It does not affect infinite research, which correctly depends on the Space Science technology.

Yeah, it'd make the tree messier, but would make the list of available/unavailable/completed research neater.
