[0.17.1] There is inconsistency in research order

Research that requires a green science pack is selectable before the development of Green Science Pack.

This is not new, and not considered a bug. The devs have stated previously that they won't define all science pack requirements since it would make the research tree unusably complex.

Is it OK with the interpretation that it is preceding display even for the purpose of fueling the player's shocking heart?

Thank you for the report,
addressed - Lab Research Speed 1 is moved to Automation 2, and all other number-upgrade technologies have their first tier require all the science packs. Infinite researches are specific and get Space science pack pre-requisite, so you can easily see what the Space science pack is used for.

Other mid-tiers of number upgrades do not get all the pre-requisites as that should already be obvious from science pack icons under the technology icons, and it would probably make the technology tree look way too messy.

Off topic, but the pickaxe seems to be missing a high resolution picture and is scaled up to the point of being pixelated. I noticed that in game too

Anyway I think pickaxe and belt immulity images are probably placeholders and should be updated later
