Steps To Reproduce
  1. I have a blueprint with the new fancy (refined) concrete tiles
  2. I'm not making any
  3. I manually place unrefined concrete instead
  4. I'm still getting warnings about the unrefined concrete being missing, even though I've overlaid it with different concrete
  5. But if I was to start making it, it wouldn't get placed would it, because there's other concrete in the way now
That's not the same behaviour if I were to (for example) manually put down yellow inserters instead of blue ones after I placed a blueprint, so I think it's a bug.

It does, actually, it acts just like it would if the blueprint was placed after the tile was covered.
Anyway, it should remove the tile ghosts, and it will in 0.17.
