Circuit network - aberrant signal in memory cell

Hello!
When I paste this blueprint, then add power (for example add a solar panel), the combinator to which the arrow points instantly gets a signal of hundreds of millions for the black signal. I believe this should not happen because the only source of a black signal in the blueprint would be the combinator across the tracks, with value set at 1. Similar issue for green signal on this combinator.

If you add solar panel to the blueprint before pasting, the combinator shows the aberrant value from the start.

Can not reproduce, placing the BP and powering it does not produce any output signal as the only input is red=-1.

Figured out that the issue is very likely due to power-up order and therefore not a bug. Thanks for your time.
