I found a few menu sims where the stuff outside of them is visible on high resolutions. I was looking at it with mods, then I came across some vanilla and space age ones.
I'm not asking you to prepare for every resolution, but I don't think that this is too extreme to accommodate. Too many of them work to make me think that could be fully intentional.
I do not know if this one counts, the belt +pipes on the top left look a bit janky.

The Menu-Simulations are Savegames which have been manually edited; that is just the edge of the prepared area. You can find them in data/base/menu-simulations/ if you want to see for yourself. Here is what it looks like spread across 2x 4K monitors:

AFAIK most simulations are made with 1080p 16:9 screens in mind because this is what the vast majority of players play on.

I don't think there is anything in particular we can action here, you are free to enjoy the menu simulations in the recommended resolutions and GUI scales,
But we need to keep them small so they load fast, and we don't aim to solve how they look for all possible resolutions and GUI scales
