[2.0.73] circuit wire not placed in editor while forced overbuilding

Forced overbuilding existing rail network entities in the editor.
The circuit wire should be a new entity depending on a circuit-controlled rail signal that is getting downgraded from a chain signal.
The chain signal gets replaced but the circuit wire is not placed.

This is a somewhat similar to 133643 but in my understanding a fundamentally different bug:
- "... are skipped due to match with existing entities but later ... removed ...". The electric wire is a new entity, therefore it cannot match existing ones.
- the behaviour is also different: this works in normal game, but not in the editor.
- both circuit wires and rail signals are special entites with special handling (also note the involved inplace upgrading), so I would expect the issue in this area.
