To quote the factorio wiki

Productivity modules can generally only be used to make intermediate products. These are items that are used in other recipes and cannot directly be placed.

I suspect this is more of an oversight than a bug but artificial soil can take prod modules. It doesn't make sense for it to be an intermediate since you can directly place it down. Yes it is used for crafting but so is landfil and can't be crafted with prod modules.
