[2.0.23] Artificial and overgrowth soils can be crafted with productivity modules

The soils are not intermediate products by any criteria, but their recipes accept productivity modules.

If this is an intentional difference to make early scaling on Gleba easier or something, then consider moving the recipes to the biochamber so its built-in productivity can apply to them. That way it's consistent.
