Rocket silo not launching despite full inventory and active request

I have rocket silos on Nauvis loaded with cargo, and platforms in space above it requesting that cargo. The rocket silos are not launching though. I have confirmed that the space platform has available inventory slots, and the space platform status is "Waiting in Orbit". In the attached save, look at the lower-right most rocket silo on Nauvis, and Space Platform "<promethium chunk> 1 v7" to see the issue.

I suspect this issue may happen when there are more rocket silos with cargo available than outstanding requests. If I delete almost all of my rocket silos, the remaining silos start launching again.

Thanks for the report. This looks to be a duplicate of 127474 which is fixed in the current latest experimental release.
