Inserter reads target full on cargo landing pad that has room

Not sure why this started happening today.

Inserter is not frozen, has power, has no filters, has no circuit conditions.

Cargo landing pad has plenty of open spots.

Not a bug. Cargo landing pads do not accept item insertions, they are output only.
