[2.0.28] Ghost tiles can be placed on the same already existing tiles.

As you can see in the screenshot, there are landfill ghosts placed on already placed landfills! This same issue has occurred with Yumako and Jellynut tiles. When bots try to place them, they can't because it is already there so they stay there permanently until you manually delete the ghost or anything. This happened when I was trying to use Landfill and Artificial Yumako Soil on Yumako Wetland. It is easy to solve, but still a nuisance.

Here there are some construction robots holding landfill and floating over ghosts placed on already existing landfills.
