Electromagnetic Plant bug

When using four Second level Quality modules at the Electromagnetic Plant whilst creating the electromagnetic plant item itself, I keep getting only Uncommon quality, even though my % is way high in the 16%, after a couple of 100's I only get Normal and Uncommon NEVER a Rare one!
