[2.0.20] Cannot load save; consistency check fails in IDWithQuality.cpp

During the "checking consistency" part of loading my save, it seems to now throw an error. Any idea what could have caused this? Is it possible for me to recover the save? I've attached the logs and the save below. No mods are used aside from the base space age ones (elevated rails, quality, space age).

It should be reproducible by trying to load the save in the latest version. The last version it had been played in was 2.0.19.

Is there any way for me to fix this manually without disabling achievements? The error in question seems to be something about
