[2.0.14] Recyclers don't make any quality items when surrounded by Beacons

1) I built a recycler, put 4 quality modules in it, surrounded it with beacons with speed modules
2) recycler did not produce a single item with a higher quality than usual.
3) I expect that recycler will produce some items with higher quality
4) I tried it couple times and the result was the same.

Speed modules have negative quality effect. Adding each speed module will reduce the +quality you're getting from the modules in the recycler until it drops to 0.
