Issue description: Quality modules can be placed in electric smelters but don’t function.
Testing/Reproduction: Placed uncommon quality modules in both slots on a line of smelters, ran 10,000+ ores through diverting any non commons to a storage area, zero plates of uncommon+ were produced.
Setup: Electric smelters with two uncommon/rare modules in each affected by 3 beacons with t1 speed modules installed. Input and output is handled by fast inserters.
Related notes: Quality modules in miners allows production of quality ores and therefore quality plates as well, in this process there was still no observed upgrades from uncommon to rare during smelting observed.
Summary: Quality modules in smelters only reduces smelting speed in its current state.
