Quality modules stop working for blue circuits under speed beacon influence

I am currently using Nilaus build for his base mark 2 which speed beacons the processing units ( see attached image for example), However i have found and that the quality module only works either without speed module beacons or with only the middle few (as in the image). Whenever i install speed mods into the outer layer of beacons they no longer produce any processing units with enhanced quality. I have run both configurations for an extended time to confirm the issue.

both modules are 2nd tier versions.

Speed modules have negative quality effecy.
