RotatedAnimation::tint vs apply_runtime_tint

RotatedAnimation::tint is ignored when RotatedAnimation::apply_runtime_tint is supplied.

This was confusing because I thought "tint" would set the default runtime-tint, which it unfortunately doesn't.
