[2.1.11] Inconsistent Behavior for requesting rocket silos to platform

Now that platforms can request between each other, disallowing the ability to request them seems unneeded.
However, you can strangely enough, request them using circuit signals.

It would be preferable if this behavior was more consistent, (i.e) allowing the user to directly set the orbital request to a rocket silo, rather than forcing them to use a circuit signal in this situation.
