right now item placement "ghosts" that are "on route" just turn a slightly different shade of teal, which is tough to tell when it's a tint over another color.
i would suggest making the item "ghosts" have a noticeable "glitch" or a static effect that doesn't rely on color deciphering. if that's too much work, just making the states a substantially different color (like a rusty-gray for a stalled ghost) for would help a lot.

I can only tell they're on route if it's to a unscheduled one, cause then I can see the contrast difference.
An alternative solution would to have a extra tooltip field "Scheduled for build" or something. This is the better option IMO, since it's always clear.

Ghost Painter allows you to change the GhostTintSet properties in-game. Or you can find them in utility-constants.lua.
I agree that this would be nice-to-have as a Setting, but this is Factorio - everything can be modded.
