[2.0.69] Factorio refuses to use data cache

Even when starting Factorio with a valid data cache (just written by the previous run of Factorio, with no mod or setting changes) it still refuses to use the data cache, and provides no explanation why:

When I have "cache-prototype-data=true" in config.ini, and the mods are unchanged, Factorio should be using the data cache. But also when it can't use the data cache, Factorio should tell me why, so I can fix it.

Thanks for the report however without a set of mods and way to reproduce this there's nothing I can do.

Additionally, the data-cache feature is and was always a "if it works, great" but we are under no obligation to inform the player why it isn't used if the engine decides it can't use it.
