There's no easy way to do it. Capping it at 10 makes it a non-infinite research so it will be required for the research all tech achievement. I get why the suggested change would be impractical for the productivity bonus technologies, since there would be 30 of each of them. But this one is just weird/inconsistent. It makes more sense to make it like Weapon Shooting Speed. If the concern is that there would be too many levels of this tech, make each level cost more and give a bigger bonus.
(Honestly, I'm not sure why this tech even exists, other than to provide another use for Cryogenic Science packs... it seems redundant with Weapon Shooting Speed. But I guess that's a separate gripe.)
