The longer the list of resources in the map generation, the more empty space is added at the top of the map preview – to the point where the default view of map preview is visibly off-center or even mostly empty.
After some digging, I can even see a visible difference between base game and space-age, without additional mods.
This is the map preview with the base game, scrolled all the way to the top. It looks fine. With space-age you see how the map preview, when scrolled all the way to the top, suddenly has a bigger empty space: This empty space gets more and more pronounced, the longer the list of resources gets.

Finally, when activating Space Age and the modpack loup-guide-galaxy, which adds a lot of planets with many resources, I see this as the map preview, when scrolled all the way to the top:
I don't believe any one of these mods is doing something wrong. I think the map preview should not generate empty space under any circumstances.
