By startup I mean that the unexpected error message pops up before I even get to see the factorio logo or the loading progress bar, at all.
Rolling back to 2.0.67 is enough to fix the problem, after searching the forum and trying to force enable opengl in there and updating back to .69 the game also loads without an issue.
However, unlike the issue I was reading about, I didn't have any computer freezes or any issues extending beyond factorio not loading so while the cause is probably similar, the result is nowhere near as extreme.
Not sure what else can I provide as info.

Merged topics and moved to bug reports. Same Intel CPU and GPU model, and similar stack traces (regarding device counters).

This will hopefully be fixed in the next release. In the mean time, you can force-enable OpenGL by adding force-opengl=true to your config.ini file.
