[2.0.45] Parameters in display panel messages do not work when connected to a circuit network

Since 119866 it is possible to use parameters in display panel messages.
But this only works if the display panel is not connected to a circuit network.
As soon as a circuit network is connected, parameters in messages no longer work.

Not sure if this is a bug or intended, but i would expect the circuit connection to have no impact on parameter usability.

Steps to reproduce:

1. Configure a display panel with a message that contains parameters
2. Connect the display panel to a circuit network.
3. Parameters in messages are no longer parsed or replaced.

See also attached video, which first shows working behavior without circuit network connection and then attaching a power pole leading to parameters in display panel messages no longer working.

Seems more basic: the rule-set and messages you get when a Display panel is connected to a circuit network seem likely to be different things than its static message buffer if not connected... and their messages don't seem to reflect parameterization. The conditions for the messages do, but not the messages themselves.

This would be AWESOME to fix... I hope it's not blocked by being an awkward thing to write a test case for
