[2.0.32] No cargo-full alert if one space platform cargo slot is available

Hello,

I have noticed what may be an issue with rocket silos dispatching Processing Unit requests. This happens my ships cargo is nearly full but still has one slot open, then a rocket trying to fill it will sit blocked on the ground without throwing a cargo-full alert

Attached a screenshot which should demonstrate the problem clearly. I was able to easily reproduce it by demanding many thousands of Processing Units.

I don't know the complete list of triggers when the Full platform's hub cargo storage alert shows up.
For example, it does show up when requests are changed; or removing an item from the storage; or when the savefile is loaded and migrate-checked (e.g. via Ctrl+Load).
It does not show up when an item is inserted into the storage; or, most commonly, when everything on the platform is sitting idle; or when the amount of free space is enough for a request yet smaller than full rocket, so the request fulfilling is initiated but the rocket is blocked from launching.

Thanks for the report. This is now fixed for the next release.
