This is on Linux x64 (specs on the bottom, save game attached).
When I start a new game everything seems to be extremely fast. I can run around the map like I have 10+ exoskeletons. The animations, day/night cycle etc. are way faster as well. What's even more weird, is that if I load a save game from a previous version (I've tried 0.11.8 and 0.10.9) everything works just fine.
Basically, the game is unplayable right now Specs are as follows:
- AMD Phenom II X4 955
- Radeon HD770 1GB GDDR5 (with latest Catalyst drivers)
- Kernel 3.18.4
- Dual monitors, each of them 1920x1080 @60Hz (one HDMI, one DVI)
EDIT: Setting the game speed to 0.99 instead of the default 1 solves the problem. Not sure why 0.01 makes a huge difference like this

This seems like an issue with the v-sync logic, your system is acting like it is waiting for v-sync, but it isn't.
Try to disable the v-sync, it should fix it.

I'll try it tonight, but this worked fine in the previous versions. Moreover, loading a game that was saved with a previous version doesn't have this problem. So it sounds like something on your side?

As expected, turning off vsync (both in catalyst and in-game) didn't change anything. Anything more I can test?
