When using setting the quantity for any kind of filter/combinator/etc when clicking the quantity button the quantity field is highlighted ready for the user to input a number overwriting the existing value.
However, when an inserter is being controlled by a logistic network value, the behavior is not the same. Clicking on the quantity button does not result in the quantity field being highlighted in the filter menu that pops up. Key presses behave as if the menu is not open. ASDF move the screen, numbers select items from the hotbar, etc.

I would consider it the correct/desired behaviour.
Clicking the quantity button opens the signals menu, preselected to the current value.
By default that is a number, so the number field is focused and ready for new value. If the quantity was previously selected to be a signal, upon opening the signals window that current signal is preselected, not the number field.
To change the quantity to a constant number, clicking the number field is indeed necessary.

Not sure why the video didn't attach, trying again. It's interesting that Muche's behavior is different. Even with a number being in the field already it still will not highlight the field.

The number field does not get focused when the Select a signal window gets placed under the quantity button in the Connection window. It is more likely to happen via Logistic connection, as Circuit connection's Signals window is higher.
As the number field loses focus when the Signals window is moved as well, what seems to happen is Signals window is opened, number field gets focused, then the window gets moved under the connection's window quantity button, during which the field loses focus.
