[2.0.21] single player save selection menu failing to load

On unmodded Factorio for linux x64, Upon launching the game, when clicking on 'single player' on the main menu, frequently I get transported into a "game" instead of the menu where I can select the save to load. This world is laughably small, something like 40x40 tiles, with nothing to do. This issue can happen multiple times in a row, and will randomly work without an obvious reason. All I do to get it to work is retry the single player button multiple times until it works. Screenshot of the world is attached.

I made a recording of this issue, it happens every time I launch the game, and doesn't appear to have any way to remedy it other than time. The video shows it fixing after the game is saved once, but other tries doesn't have that work to fix the issue.
