[2.0.13] construction bots failing to replace modules

This isn't the first time this happened to me, but this time I saw it happen right in front of me.
Last time I just found a random module on the floor afterward.
I tried replacing the modules inside an assembler, and they not only didn't replace all modules, they also dropped one of the old modules on the floor next to the assembler. Check the video I attached.
