[lou][2.0.9] Storage chests filters are not applied when force-building blueprint by upgrading existing chest

When you upgrade your iron/steel chests to a storage (yellow) chests by force-building a blueprint the filters are not set.
Pasting the same blueprint for a second time (after chests are deployed) sets the filters.

Steps to Reproduce:

1. Import the blueprint book
2. Deploy a parameterized mall with iron chest
3. Force-deploy a second parameterized mall over it with the same parameters
   • Expected: Filter for the mall item is set
   • Actual: Filter is empty
