One Construction Robot hijacks assignments

This happens a lot when you do bulk-replace buildings, e.g. upgrade belts with your personal construction bots.

If there's not enough bots to execute all commands at once, you often get a scenario when 1 bot has to finish multiple assignments.
Say, you have 20 bots and upgrade 30 belts. 20 are upgraded at once, but after that 19 bots start chilling in your backpack and 1 bot has 10 assignments left. And you have to stand and wait while it is going back and forth replacing one belt at a time while 6 bots could finish the job in a moment.

That's an extreme example and usually percentage is more like 85% shared to 15% solo, but still really noticeable.
