[1.1.49] Stack inserters don't insert into assemblers with a full output

While creating a very fast green circuit production module I noticed that my inserters weren't inserting properly, they would stop inserting when the output of the assembler was full. This wouldn't be a problem if it was a lower throughput build but as each assembler is producing 15 circuits a second this creates a bottleneck only fixable by adding an unnecessary extra assembler.

You can reproduce this bug by creating this setup:

The input inserter will stop inserting once the 'Output full' status is shown.
