Cant connect to multiplayer server

I've been having a problem connecting to a multiplayer server for a few weeks now. Today it seems to have gotten worse.

Original issue. Can connect to server but when the download gets to just under 2MB it stops and times out.

Today I have tried to connect and some servers I am getting teh original issue, some I am just unable to connect.

I have reinstalled the game and removed the game config folder. Everything is fresh. I'm testing without mods enabled

Log is attached below, it includes a timeout where I downloaded some of the map and disconnected and some where it wont connect at all. IP addresses removed.

Although lowering the max_upload_speed for the server does help, it is no solution.
As the map gets larger, connecting to the server gets more and more painful...

And you can not expect every server to lower it's max_upload_speed to allow people to be able to join.

A permanent solution has to be found - as i see this as a workaround for just this one server.

I posted here because I didnt get a reply and I thought it better to start my own post rather than tagging on to another one.

The server is capable of downloading 10+mbps rather easily and does for some players if set to unlimited. Setting it to 500kbs or less is not a practical solution. We are relatively early in a playthrough and it is already taking 3+ min to download. By the time we are approaching endgame we are talking 10_ min to join a game.

I've found this reported before but no one has posted a solution that I am aware of. The work around of lowering the speed only works for starting a map. We have had players refuse to play due to the long wait time to download the map, and then catch up with the map. Just had two players try to join together and it took almost 15 min for them to join. This isnt a solution. By the time we have a big map we coudl be talking close to an hour for players to join if two join together, the likelyhood of which increases as the download time increases.

Could you do network speed test and share results?
If you are running server or know its specs, maybe that would help to understand what is going on.
