Is the headless release a full version? It seems to be just the data directory.

Headless release is used to run servers, it does not have graphical output.

The .16 version had the executables etc. The .17 is different, in that it only has the data directory.

your download must've crashed before it was completed. i can confirm there's a 'bin' folder with a binary file inside called 'factorio'.
the downloaded .tar.xz should be 39 212 920 bytes in size it seems

If it is cut off, `tar tf example.tar.xz` (where "tf" means "test file", it really isn't as hard as people make it out ) will give a warning. Attempting extraction of a cut-off archive will exit with a non-zero exit status and print a warning as well, probably indicating either an unexpected end of archive or unexpected end of compressed data stream.
