deactivated inserter does not stop

Hey,
I know it is not a bug, but may be unwanted behavior?

If an inserter cannot load its load completely into the wagon, it loads the rest into the next wagon even after deactivation.

In my case I can prevent this by pinning the items in the wagon, but that is no nice solution.

Any suggestions?
