I suggest ensuring that the "High" setting cannot be used when there is not enough VRAM to use it (including on a clean install). Is it possible to change the setting without restarting the game? If not, then perhaps force a restart of the game if the setting is changed.
The default "sprite resolution" was set to "High": which requires 3GB of VRAM. My Macbook air has 1536 MB of VRAM. In 0.17.48, GPU accelerated texture compression will be disabled by default on macOS 10.11.6. I am not sure if this issue occurs only with Intel GPUs, but given macOS 10.11 being outdated and GPU acceleration can be reenabled by editing config, I don't mind disabling it for everyone by default.

I finally got round to updating to Mojave (10.14.5).
With 0.17.47 the graphics do not look quite right:
