[0.17.20] After placing a building over the ghost undoing doesn't restore the ghost

Steps to reproduce:

1. Place the ghost building
2. Place another real building over it
3. Undo

Expected: The building is marked for deconstruction and the ghost building from point 1 is placed
Actual: Building is marked for deconstruction only, ghost is not restored

PS Undoing again undoes the earlier action
