[wheybags] [0.16.25] Campaign New-Hope-04 old-water Boilers/Steam Engines

On the fourth mission of New Hope, the boilers and engines that are pre-placed use the old hot-water mechanic, instead of steam. This is problematic if you place more (or replace after destruction) of either later, forcing you to tear it all up.

starting fresh it should already be fixed.

Nope, prior to the update I just made, it would be broken in a new campaign run
