[Klonan] [16.1] boilers create water in campaign 'new hope' level-02'

what happend to steam? (the entity not the service)
i'm playing through the campaign. boilers are generating hot water instead of steam.

i restarted the level because i thought i goofed. no, boilers are generating hot water.

i thought i goofed with plumbing, but upon restart i realized boilers create hot water instead of steam in 'new hope' 'level-02'
if i remove the pipes, and the boiler, then replace it creates steam.
it's minor as the turbines still work. might confuse users how turbines work though.

Fixed for 0.16.5

This was also the case in new hope level-04. If the fix needs to be applied separately for level-04, I hope I'm reporting this early enough so that level is also fixed in 0.16.5.
