What graphics quality setting are you using? Most likely it's related to the extreme low setting you're using.

Low and very low both reduce the sprite resolution to reduce GPU load and VRAM required resulting in what you're seeing. You'll need to use a higher graphics setting if you want the sprites to show normally

Watching that, it looks like only a portion of the animation was reduced, or the second half of the tiles in the PNG.
