I'm not sure where to post this, because it's not a bug, but a technical detail.
It seems like .13's awesome ability to pickup/drop off more than one item with inserter tech upgrades makes it impossible to fill a container with an exact number of items. I apologize if I'm wrong, and just missed a detail somewhere.
I'd like to build a system that can distribute items to the right locations - and only what they need (no more/no less). The problem is that, even if I ignore the extra items being picked up, the destinations will build-up with the accumulation. If I put a pulsing timer on the source (of some kind), it's going to slow the system down.
Is there a way to do this, or is this just a side effect that can't be avoided? Is it worth putting in a feature request for?

You can decline the inserter item bonus by putting 2 inserters in a row with only ground between them.

Thanks Dave, but while that works, it takes a lot of space. I as hoping to hear that there was a built-in way that accounts for it. It doesn't look like there is though.
