Well spotted that chap! I have a pair of GTX 760s in an SLI setup and Factorio was set to use all video memory. Switching it down to high made the pauses go away. I had this problem for a long time, and this was what solved it for me. I didn't notice any difference in graphics quality whatsoever, the only thing that changed was loading time increased slightly.
This isn't the only issue. It's also from my experience. If you're featuring a faulty mod for example. The game stutters for microseconds every couple of seconds and returns back to normal and it happens all over again. The issue causing this however is not only Vram.
