How about we add boats -

First, a small wooden rowboat
Second, an engine driven one
Maybe cargo freighters, like trains, but with docks instead of stations.

We also need wooden platforms, and then allow them to be upgraded to iron, so on and so forth.
We also need oil at sea, and be able to build oil rigs on the sea.
Maybe minerals, but might be hard to implement (new drill?)

But, these free materials have a catch - the spitter's aquatic cousin!
It only can use spitting attacks since it cannot leave the water.

I will never understand why people don't use the search function before posting their (already existing) ideas, although both stickied posts tell you to.
