[0.12.10] Windows UAC broke video in game menu

So, when windows UAC show I got black screen in game menu, but game works. I hear buttons in menu when I hover them but i don't see video.

UAC doesn't broke game video, just broke game menu.

I'm wondering if this is something also related to my issues I have that seem more recent. When I open and run OBS it always makes my screen go black though it's still running I think just pure black.

Try launch OBS when you ingame. UAC doesn't broke game video, when i'm ingame already.

I have the same issue when I start OpenVPN as admin. It happens on both Windows 7 and 8.1 and only on the menu screens, not ingame.
A workaround I found is that resizing the factorio window will bring back the picture.

Well, these programs just disturb the video memory in some way. Resizing helps.

Ah, thanks, that is completely different issue ... related to following change

Optimised the map bitmap refresh logic 16 times. (the freeze after loading a game or resizing window while playing big saves).

and it has been already fixed for 0.12.28: 21942
