Also, where can I find the scenarios? 0.12.23 says it's in the base game now, but it wasn't there when I downloaded the update.

What was the issue with the super long belts then? I assume it must have been simple for it to be so quickly fixed? Either that or your programmer guy is amazing. actually lets just assume both.

Turns out that updating to this 999.999.999 version deletes the scenario pack if you already had it as it is included in the 0.12.23+ anyway. This is the fix for duplicate scenario entries and completely intended by the devs, although it would not be so confusing if they had labeled it 0.12.23

tl;dr If you press 'Update now' on that screen it will fix the double scenarios bug and use the 0.12.23+ included scenarios from now on.
