So I think I found out what is causing the problem you've encountered. Unfortunately, I'm going out of town for a week starting tomorrow, and I won't be able to work on a fix until I get back. I've attached some changes I made that do not fix the problem , but it should make your game at least play...

I edited my files as you have indicated, power rails are now working and so are electric trains. One thing though, it seems they are killing my fps.
